Doctor of Laws, academic teacher, government official, dean of the WSB University in Warsaw since 2019. In 2017–2019 he was the coordinator of the national personal data protection reform, and in 2018–2019 he was the director of the data management department at the Ministry of Digitization.

In 2016–2017, advisor to the Minister of Digitization, deputy director from 2017, and then director of the data management department in the same ministry. A graduate of the Faculty of Law and Administration of the Jagiellonian University in Krakow, where in 2016 he defended his doctoral thesis on the EU reform of personal data protection. He also studied at the University of Stockholm and the University of J.W. Goethe in Frankfurt am Main. He graduated with honors from the European Academy of Diplomacy. In 2015–2016, he was employed at the Office of the Inspector General for Personal Data Protection. In 2016, he was entered on the list of advocates at the District Bar Council in Warsaw – due to his function, he does not practice. In 2017, he was awarded a special award for his contribution to the reform of personal data protection in the Lawyers Leaders of Tomorrow competition organized by Dziennik Gazeta Prawna and Wolters Kluwer Publishing House. In 2018, he was 23rd in the ranking of the 50 most influential lawyers in Poland by Dziennik Gazeta Prawna, in 2019 he was promoted to 15th position in the same ranking, becoming the “face of the GDPR in Poland”.

In 2017, he was entrusted with the task of coordinating the national reform of personal data protection in the Ministry of Digital Affairs in connection with the planned entry into force of the GDPR. He was co-responsible for the implementation of the new personal data protection system into the Polish legal system. He is the chairman of the Working Group for the Protection of Personal Data at the Ministry of Digitization and the Council for Cooperation with Churches and Religious Unions in matters of data processing by them. He is also an assistant professor at the Warsaw University of Technology and the author of several dozen publications on personal data security, and a co-author of the commentary on the GDPR of 2017. On August 1, 2019, he became the dean of the WSB University in Warsaw, resigning from the position of department director at the Ministry of Digitization.
